According to the declaration of independence, where does the governments power come from?

The consent of the governed. But recall, the Declaration was merely a statement of principles in support of the decision to rebel against King George III, and it never had any legal effect for running a government. There are many practical limitations with "the consent of the governed," and we are still working that out.
