Based on the excerpt above, what is the best inference of why it is "essential to promote the development of friendly relations between nations"? The United Nations only uses this word for public display; it doesn't really believe this statement. There can only be partial peace throughout the world without friendly relations between nations. Friendly relations between nations will result in better cooperation in securing human rights. Friendly relations between nations will result in more effective rebellions against tyrants.
