Take out the common factors like so. 18/12 both can be reduced by 2, you get 9/6, they can be reduced 3 , you get 3/2

An easy way can be to find the GCF of 18 and 12. Factors of 18- 1,2,3,6,9,18 Factors of 12-1,2,3,4,6,12 GCF is 6. You can now divide 18/6=3 and 12/6=2. Now you get the fraction of 3/2.
