the people. they are the ones shouting "keep out of europe!" so thats why i think that. i think the issue is the Gov. wants to invade Europe but the people of the US dont want them too

Congress would be the main focus. I dont know the second one. The third: the issue is with congress, and we, the people want to keep them from "disappointing" us for use of a better term...
