Another suggestion:

Allow blocking replies or not allowing a certain user to post replies.

Meaning that a moderator can approve a request to block a user from replying (not just from messaging) if he doesn't deserve suspension but being quite annoying.

Like if he/she is posting links when I tell the user not to or if he/she keeps asking "what do you think" or "do you have an idea" every time. I mean obviously I don't want him to post links since I asked not to, or if he is telling me what do I think, wouldn't I tell him what I think without that ( if I did have ideas) ?

it will not come:

technologically (too difficult)

site-moderation-wise (everyone will want to block people from questions,
and mods will have no life)

and maybe other reasons, but you can surely try, if you want.
