How can we decide when to use the horizontal motion equations or the vertical motion equations for projectile motion?

If the object is only going up and/or then down in the presence of gravity, then only the vertical equation of motion is needed. Once you add the element of horizontal motion, you need the horizontal component. Since it will also be falling, you need the vertical equation too.
