The Articles of confederation couldn't do much with the states. They couldn't tax, couldn't make states follow federal laws, and each state held its own sovereignty. Congress did get to determine the budget, and issues of foreign affair. As far as I know, they could make treaties and borrow money as long as all 13 delegates agreed. I hope this helps!
