Well we can rule out A because if I remember correctly, Shay's rebellion didn't occur until after the Articles were fixed. With B, they wanted to correct the Articles to promote interstate commerce, not sell land. D is tied with Shays rebellion and is what led to the rebellion. It seems like C would be the correct answer because since gov couldn't place a tax on states, its ability to obtain money from them was limited, so that is the reason they sold the land. And don't worry, I feel the same. I have my US History final tomorrow and understand the stress.
