Well for the vosotros form of hablar in present tense it would be habláis.

And the reason why it is laid out that way is bc the 'nosotros' and 'yo' are next to each other because they both involve 'I' in English. 
The 'Él, Ella, Usted' and 'Ellos, Ellas, Ustedes' are next to each other because they have similar conjugations and they involve he, she, and they.
