the least what? i'm guessing you mean exerts the least force. the answer to that i believe is sliding.

I think it is kinetic friction because kinetic is less than static friction. Static friction is greater because that is the energy that is created right at first when an object Is moved from rest. Kinetic is less because that is the energy that is produced when an object is already in motion

Static friction is partly due to adhesion, which has less time to form as surfaces slide past each other.
