your parallel line. 3x+2y=10 y=(-3/2)+(10/3) the slope will be the same, the y-intercept will (only) change y=(-3/2)+b plug in (-2,3) in the equation (-2 for x and 3 for y) and solve for b, when you get the answer for b, re-write y=(-3/2)+b , but plug in the result you get for b, instead of b.
