To know if they are similar, we cannot know, as we would need either two sides, or a side and an angle, (ASA) and (SSS) or (AAS) Rotating it 90 degrees does not change the size. The image was scaled, yes, so the sides are different, but the angles are the same, and the sides are proportional, assuming that ABC and DEF are similar.

Keeping it simple. You can see the Corresponding sides of larger triangle are 2 times that of the smaller triangle. Example the bottom side of small triangle is 1, and bottom of large triangle is 2. This means it 2 times. But another change is that the small triangle is horizontally inverted from the Large triangle.
