How do u make a perpendicular line to y= 4x+2 and goes through (8,-2)

perpendicular lines have negative reciprocal slopes. negative reciprocal of 4 is -1/4 input (8,-2) -->(x,y) and slope -> m --> -1/4 into y = mx + b solve for b then put b and m back into your equation to get the slope-intercept form.
