I would've went with progressive, because he was a republican that wanted change. For example, he created many national parks simply because he enjoyed nature and didn't want people ruining it, after all he was an outdoors kind of person. Also, Martin Van Buren was a candidate for the Free Soil Party, so it wouldn't make sense for Roosevelt to be a part of the Free Soil Party seeing as he went against Van Buren.
