I bet everybody has thought about this I even did at one point in time pretty much the same as you and then I realized that I had my foot in my mouth we can't have cops in every neighborhood at every time its just too many people that would be like instating 75% of the citizens in a city as police and if you've ever watched the Hunger Games or Catching fire and read the books you would understand cause if what you're describing happened then thats how we'd all be living.

think about it would there even be a U.S. without guns in civilian hands? and yes many fictional pieces contain possible real life scenarios I'm not saying that we would have a hunger games and all but it would be poverty and a lot of bad things
