I think they would be parallel lines but I am not sure how I would even explain that.

Yes, they would be parallel lines. Before the dilation, the center of the square is at (0,3) and the equation of the horizontal line passing through the center is: y = 3. After the dilation by a scale factor of 2, the center of the square will be at (0,6) and the equation of the horizontal line passing through the center will be: y = 6.
