Hello and Welcome to Openstudy! :) a relation is a set of ordered pairs a function is a relation with only unique (non-repeated) x-values so if x-values are (x, y) then are any of them repeated?
so it's not a function.
if x values return one and only one y value then it is a function. if an x value returns more than one y value, it is not a function
