The topics are listed in your  prompt, specifically, energy/environment, health care, and education. Do a little research and decide what issue you think is most important then write a thesis on it. Be sure to address the problem and solution in your thesis.

I concur, but if you need more help, try searching google like one at a time.  For example do a google search that says something like: What is the most important issue that Texas faces today? And just see what you come up with.  You have to think outside of the box and ask different questions.  Also, sometimes the state department's website has all of this information for you, you just have to look for it.  Good luck!
