By making the art persuasive. They tell people to follow their beliefs, and show them an art that is persuasive. For example, Christians have a belief of heaven and hell, and they tell people to follow their religion, and in order to make it persuasive, they create an art what heaven looks like and what hell looks like, so the people would have understand of what is to come after death etc...
