well the < or > sign is always open to the largest number. r<9 is true r>57 is also true so putting r in the middle you get, 9 > r > 57 so choice 'G'
less than 9 ----> \(\huge r< 9\) more than 57 -----> \(\huge r>57\) combine them .

The problem is talking about rainfall as a state wide number. It is shown to be both below 9 and above 57 inches in different parts therefore it has to be both. The more I think about it the more I think J is correct.

yes, at any point of time, there can be less than 9 inches rain in one part AND also greater than 57 inches rain in other part. no, they are different.
