So what exactly is this part of OS?

The purpose of the "Design" group is for people to ask, "what is the design group?"

It serves no other purpose.

People seem to be using it mostly for art related stuff, but I suppose if you were in a CAD class or something, you could come here. In fact I have seen questions about how to use CAD here.
