Explain why energy balance cannot be applied directly on the conduction and convection heat transfer problems

Yes, Energy balance isn't directly because heat transfer is totally based on second law of thermodynamics .2nd law of thermo is a direction law ,so in directional law we have to determine the direction of heat. 2nd law also a qualitative law not a quantitative ,its tell about the quality of heat.In 1st law we talk about the quantity of heat.
