"Exponential" can mean x^a or expkx). Try V = aY^b log V = log a + b log Y plot and try to find a straight line to fit the data. The dip from 1940 to 1945 is probably due to the end of WW II and a likely outlier. For some reason the question suggests log Y-hat = function of V, but year should not depend on vehicles, but vehicles depend on year. Oh, well.
