You're thinking about it too hard. What is the dictionary NOT used for?

ELIMINATING dialect and slang. It does not eliminate dialect and slang in fact it defines many slang words and words from various dialects as well.

Does a dictionary provide information? Yes, a ton. Everything from definition to pronunciation, to part of speech and many more.
Can a dictionary be a tool for language study? Yes, the primary tool. What is the first thing a non-Spanish speaker does when they go to Mexico? Yeah, buy a Spanish/English dictionary.
Does a dictionary eliminate dialects or slang? No. You can travel to any part of the country and hear different dialects. You can even hear different dialects in or nearby your own town, and I bet you, yourself, use slang everyday.
