What are three important themes or issues pertinent to collective security?

-my teacher did not teach this and I need to research about it, so can anyone help me? I just need some three major points and I swear that I will do the rest of the details about it.

(If by "collective security" you mean low crime rate)
1. A well regulated judicial system.
2. A social welfare system.
3 Police presence in the streets.
(4. A functioning public education system).
(If by collective security you mean the peoples security before the government)
1. Transparency in politics.
2. Separation of power.
3. Freedom of speech, assembly, and freedom of the press.
(4. education...)

These are just a few bullet points, hope they help. It might help to look at the bill of rights and the french constitution. I find that the things that they have in common are paramount to collective security (especially in regard to the peoples security before the government).

Sorry if I misunderstood the question (and I know my English is a bit lacking, I'm working on it).

@Marius it's actually referring to collective security which is like the combining of nations to protect each other against other conflicting countries .. like for example the United Nations, etc.
