As in the picture, to find the x coordinate of the bisector, we need to find the middle x value between your two points, and to find the y coordinate of the bisector we need the middle y value between your two points. 
the middle x value can be found by 
Mx = ((-12) +  (-6))/2 = -9
My = ((-2) +  (-10))/2 = -6

thus, the bisector intersects the line at (-9,-6)
