Because they were surrounded and besieged by American and French Troops on land and the French Navy had, just barely, prevented the British from relief by the sea. The attackers had taken two important defensive positions and could destroy the remainder of the British lines at will and with supplies running out, they had the choice of dying of starvation and disease, dying under assault by the attackers or surrendering.
