Graphic designing consists of Images and Visual ideas through creativity to relay information/messages.

Don't really know what skills are needed except an Open mind and some creativity.
OFC Some materials are needed like a Piece of Paper, something to draw with etc.
It can be done anywhere, from the "Paint" on computers or a back of Maths notebook.

Anyone who shows informative messages through visual understanding is a Graphic Artist but if the Messages are about these Modern times I would bet i would be called "Modern Graphic Artist"
