Well its physically impossible for a human to use 100% or go over 100% of their strength not sure about effort. This question seems more like an opinion of your own rather than it being a question of true or false explanation.

Yes, you can go over 100%. For example, when you do the daily required amount of exercise per day. That would mean you completed your daily required exercise 100%. But, if you kept exercising, that would mean you go over your daily required exercise. Which would mean that, you went over 100%. ^That is what I say

However, this is not to say that a percentage larger than 100 is impossible. There are plenty of times when this would be useful, such as in the world of marketing. For example, a store may markup their product by 150%, which would move an item that costs $10.00 to a price of $25.00, regardless if that's a rip off or not.
