Tricky. In Europe, only the nobles and clergy tended to know how to read. In Japan, Samurai were expected to know how to read and write, but many of the merchant class also learned in order to do business. Most of the population in both cultures, the serfs, or farming class did not learn how to read or write. I would say true.
