Article 9 of the Articles of Confederation detailed the powers of Congress. Among other roles, it could make and wage war; appoint ambassadors; enter into treaties; establish maritime courts; settle border disputes between states, or any other inter-state dispute. Congress could set the value of coin and set post offices and charge postage.
