This is a very strange question because that is a very difficult thing to define with such clear terms. Its honestly a bad question. That being said, most people who aren't picky about such things would answer with E. or D. The thing is that you could make an argument for every single one of those answers to be correct. Given all that, E. would be a safe answer, but you know the class and teacher best of course, so keep that in mind when deciding.

The answer is most likely to be CE or BCE because C is the surplus of food and E is the building of cities and *Civilization* B though is tricky.
