Well, yeah the phase changes from gas to liquid, but think about the particles, the H\(_2\)O. I think that's what they're asking you to discuss.

abb0t, it (the H2O molecule) would stay the same in both liquid and gas molecule (not particle) the chemical compound doesnot change not matter in which physical state it is.
