My teacher answers emails like a year later, and I want to know faster, 
what am I exactly supposed to do for the following portfolios

Unit 2 lesson 12,  Allegory final draft portfolio             AND
Unit 5 Lesson 9,   Creative Writing Portfolio

Have you checked the message board? Teachers normally post portfolio directions there. And you should take it up with your homeroom teacher if you dont get a reply from your English teacher within 24 hours because thats standard for CA. You can get them in trouble if they dont reply within a small time frame.
