yeah, i think so too. Japan had many islands and each consisting of small troops. Communication was also difficult for japan to maintain control of its government, since satellites couldn't spot the american troops that consisted a larger number of troop 5 times bigger than Japanese troops.Imagine, American troops going from one the islands sides and start the invasion, The Japanese can't keep up with all of the troops if every island has some troops and the communication was poor, so they couldn't trap the Americans and knowing their location.
i'd go with C, having many islands wasn't the only issue, the main issue was communication, if they can communicate then they'll be ok
