The arms-for-hostages deal was intended to help facilitate the release of hostages via the Iranians who would get arms in exchange for help in negotiating their release. Not only did it violate Reagan's policy, but it also sold arms to Iran who was currently under an embargo and was to also indirectly fund the Contras (which was prohibited by law).
