Certainly is. Why not draw the two given graphs? In y=3x+5, the slope is +3. As x increases, y increases (3 times as much as x increases). In y=-3x+5, the slope is -3. As x increases, y decreases (3x as much as x increases). If you understand this, and if you take a look at the respective graphs, I'd bet you could now answer the original question.
