Well it's not a question. It's not even a sentence. It sounds like an item from a list. Personal circumstances are conditions that you yourself have been left in due to some event. For example, if you stayed up all night one of the personal circumstances would be being tired the next day.

Right ^. Sounds like there's continuation to it. Basically saying if you, for example, had a parent who passed away recently, that would be an impact to your participation in school, am I right? You'll probably miss some days, miss some homework assignments. May lower your grade, until you make up the work.
