How did the Red Scare affect immigration in the United States? Laws placing limits on the numbers of immigrants from certain countries to the United States were passed. Immigration to the United States increased as immigrants sought refuge from oppression in their home countries. Laws restricting immigration from European countries were lifted and immigration increased significantly. Immigration to the United States decreased as immigrants feared the unrest of the Red Scare would make life difficult.
