Difference between collective security and collective defense?

OpenStudy (anonymous):

Collective security is keeping a village/country secure from any threat or foreign attack. Collective defense is defending the civilians from an unwanted threat if it bypasses the collective security stage.

i dont get it :/?

Okay, put it this way: Your house has a security system to protect from robbers. That's collective security. When robbers enter your house, your alarm system goes off, and the police come over to take care of them, which would be the collective defense.

It's like an onion, it has layers. Collective security is the outside, the second layer would be collective defense.
