I need to write a letter about why Algebra 2 honors standards are necessary and why the government should continue to fund honors programs.

I am just a "hatchling" and don't know if you need help with the content or the actual structure but I would advise you to start a draft where you put your main question which is "why algebra 2 honors are necessary ...". Try to be as persuasive as possible and give good pros and cons to your reasoning. If you give a negative aspect to why it might not be benefiting but a major advantage to prove that point wrong, your letter will be much more convincing and strong.
