If 30 is 12 % of an unknown quantity, then 15 would be 6 %. Right?

But you don't want to know what 12% or 6% of that quantity is, you want to know the quantity itself, or 100% of it. That is why you need to figure out what 1% is. Once you have that, finding 100% is easy: just multiply with 100.
