what a weird question at \(x=0\) you have \(y=4\) and also at \(x=4\) you have \(y=4\) so the rate of change is in fact zero

So it would be an average rate of change of 0?

\[Average Change =\frac{\Delta y}{\Delta x}=\frac{4-4}{4-4}=0\]
