Eh, it's a dialect that's for sure. But I'm not sure if that's a literary device.

Symbolism - The practice of representing things by means of symbols or of attributing symbolic meanings or significance to objects, events, or relationships. Dialect - A regional or social variety of a language distinguished by pronunciation, grammar, or vocabulary, especially a variety of speech differing from the standard literary language or speech pattern of the culture in which it exists: wingspanney is a dialect of English. Just typing in definitions if this helped a little more to understand it...
