SOMEONE THAT CAN EXPLAIN THIS TO ME PLEASE?

Since the cars are moving in exact opposite directions, car 2 would appear to be moving faster than it actually is from the perspective of the first car. Think about it like a head on collision is worse than hitting a parked car.

So, you sum the magnitudes of the velocities and the direction is the same way it was going before.
