Sorry for the late reply. Bit busy. I believe it is an adjective, since there is nothing related to being a verb in that phrase.

Out of those two options, it's definitely an adjective phrase :) However, and for the sake of grammatical accuracy, it's a prepositional phrase, but I guess that's of no use to you if your professor or the book do not get into the very specifics. Definitely AdjP :)
