I would say it is ordinal qualitative since I think there are #1, #2, #3 that are on some scale in order of darkness (softness) of the graphite.

and #2 does not necessarily mean a standard across all manufacturers and does not seem related to the actual hardness or darkness or amount of clay in the graphite, so it still seems not really quantitative to me.
