Yes, also the story might be humorous. Though anecdotes are not soulfully meant for making people laugh. A persons interest in a short story might be captured by using sensory, so they can feel like they are right there with the person experiencing it. For example a person might use story telling, and personal experiences so the reader can relate, this will obviously grab their attention because they'll be thinking about their experiences as well as the story your telling and how they go along. A anecdote might also capture a reader's interest by having a strong emotional or personal pull, just like I mentioned earlier. :P

Just as @DragonFall said, an anecdote helps catch a reader's attention by allowing him/her to get more involved in the story via (personal) feeling or experience.
