what is the possible role of ligases in joining the sticky ends of DNA fragments?

when DNA fragments having sticky ends are joined together , they anneal to one other and are held together by hydrogen bonds only (the annealed fragments are still vulnerable to separation as hydrogen bonds are not strong enough to hold the strands together) .To completely join the two fragments a phosphodiester bond needs to be formed which is made by the ligase enzyme.
