Carl got 30 residents to sign up because 100% of the residents would be 100 people, 50% would be 50 people, 20% would be 20 people, and so on.

If there are 100 people, then each one represents a single percent point.

OpenStudy (anonymous):

Well.. It's 30 people. 30% x 100 = 30
